It was found that the impact of digital transformations on the labor market is contradictory and heterogeneous in the sectors of the economy. According to forecasts, there will not be so a general reduction of jobs as their redistribution in the spheres of activity. Digital gaps in the labor market are identified as gaps between the supply and demand of workers with digital skills and the response of institutions to these gaps. Factor analysis (principal components) was used to assess functional relationships in the labor market system in the employment segment on digital platforms. It was found that the main component of such a labor market is digital responsiveness – the response of skill development systems to changing market requirements. At the same time, this digital responsiveness is mainly provided by the population through self-education. Therefore, the problem of inertia of formal education institutions and institutes, which should solve the task of educating adults, has been identified.</p> Tetiana Stepura, Nataliya Didukh, Oleksandr Derykolenko, Iryna Dehtiarova Copyright (c) http://mer-journal.sumy.ua/index.php/journal/article/view/597 Mon, 27 May 2024 00:00:00 +0300 THE IMPACT OF THE COVID-19 PANDEMIC ON THE CONSUMER GOODS MARKET IN DIFFERENT REGIONS: GLOBAL CHANGES IN SOCIAL MEDIA MARKETING STRATEGIES http://mer-journal.sumy.ua/index.php/journal/article/view/599 <p>The article examines the peculiarities of the development of consumer goods markets in Ukraine, the USA, Germany and China under the influence of the COVID-19 pandemic. The financial security is characterized, which includes a number of components, but it is emphasized that almost all concepts are based on the economic security of the enterprise. The essence of financial security according to different scholars is defined. The largest industrial enterprises of Ukraine in 2023 are analyzed and three industrial enterprises are selected for further research. The peculiarities of financial and economic security management on the basis of industrial enterprises development are revealed. The author's own understanding of the concept of "financial security" is formed. It is investigated that the largest revenue from sales in Ukraine is generated by JSC "National Joint Stock Company "Naftogaz of Ukraine", which, despite the war and shelling, has not stopped its activities. It has been studied that the enterprises with the largest sales revenue in Ukraine are those in the electricity sector, for which it is proposed to consider the features of financial and economic security management that can be used for practical implementation in the activities of enterprises. The revenue from the sale of domestic enterprises during the war in Ukraine is studied. The system of managing the financial and economic security of an enterprise is studied, which is a set of measures carried out in the economic, managerial, technical, organizational, regime, preventive and propaganda spheres and influencing the security of production interests and property of an enterprise from the impact of external and internal threats. A comprehensive management system has been developed to minimize financial and economic risks, which should minimize the impact on the enterprise's operations. It is determined that the system of management of financial and economic security of enterprise is a complex of measures of different directions, the purpose of which is to protect its interests from the negative impact of the external environment. The composition of the service of management of financial and economic security of enterprise is researched. The system of organization of financial and economic security is characterized, which includes the following processes: organization and protection of interests of enterprise, representation and support of interests of industrial enterprise at the macro level, effective management of the use of the resource base of enterprise, effective management and security of financing and investment of enterprise, ensuring the security of enterprise property, formation of personnel security of enterprise, protection and counteraction to environmental threats, regulatory and legal support for protection of. The purpose of organizing and building a system of financial and economic security at enterprise is indicated. Public transport enterprises should take several strategic steps to overcome (at least partially) the mentioned problem. Therefore, the purpose of writing this article is to formulate transformations regarding staffing and evaluation of the efficiency of urban public transport enterprises in conditions of shortage and outflow of personnel. The results of the analysis of changes in labor productivity allowed us to conclude that it is possible to increase its productivity after carrying out appropriate personnel changes. The article examines how the staffing of urban public transport enterprises affects the efficiency of its work and formulated transformations regarding the staffing of enterprises of the industry and the assessment of the effectiveness of their activities in conditions of shortage and outflow of personnel. To analyze changes in labor productivity at enterprises of the industry, it is proposed to use a three-factor multiplicative model, which is described in this article. A general formula for the analysis of changes in labor productivity at the enterprises of the industry is defined and its more detailed view is also provided. The article provides a list of personnel transformations taking place at public transport utilities of Ukraine due to the existing shortage of personnel and formulates a conclusion regarding the importance of such personnel transformations in the activities of these enterprises. All formulated transformations should affect all enterprises of the industry and should be applied in the work of enterprises already today. It is demonstrated that there are a number of state, regional and international programs for these processes. Based on the results of the study, all grant instruments are divided into grants of internal and external programs. The internal programs include: 1. non-refundable resources from the state in the amount of up to a maximum of 60 million grants for the development of industrial parks and/or the construction of engineering and transport infrastructure (roads, communication lines, heat, gas, water and electricity supply, utilities, etc.) necessary for the creation and operation of industrial parks; 2. grants of the eRobot program in the area of "Grants for processing enterprises" in the amount of up to UAH 8,000,000 are relevant for participants of industrial parks, as according to the current legislation they can engage in processing activities on the territory of parks. 3. regional financing instruments of executive authorities, local governments and regional funds and programs. External instruments include grant instruments of the European Commission's programs. It is emphasized that since the participants of industrial parks can engage in manufacturing, waste processing (except for disposal), biofuel production, and certain types of vehicles on the territory of the parks, the European Commission programs that provide grant funding for such activities are relevant for them. Among them: Horizon Europe, Creative Europe, Erasmus+, Digital Europe Program, EU4Health Program, Environment and Climate Action Program, Single Market Program, Connecting Europe Facility, and Euratom Research and Training Program. The article emphasizes that the European Commission has developed different legal documents, work programs and guidelines for all these programs, but the vast majority of calls have a number of the same conditions for participation for applicants. It is emphasized that the fulfillment of general and special requirements of these programs is the key to success in grant competitions for industrial parks and obtaining substantial grant funding, which in some cases can reach even several million euros. To summarize: within the framework of internal and external programs, there is a wide range of grant opportunities for various industrial parks' entities: from financing activities in the process of creation to raising funds for the development of economic entities of park participants.</p> Mariana Kobelia-Zvir, Yurii Zvir Copyright (c) http://mer-journal.sumy.ua/index.php/journal/article/view/608 Mon, 27 May 2024 00:00:00 +0300 STATE AND DEVELOPMENT OF SMALL BUSINESS IN TOURISM OF UKRAINE http://mer-journal.sumy.ua/index.php/journal/article/view/609 <p>In modern economic conditions, small and medium-sized enterprises play a decisive role in ensuring employment of the population, are an important factor in social stability and economic growth. It is emphasized that modern realities testify to the effectiveness of mass information attacks, bots and fakes as tools for disorientation, intimidation and manipulation of society. The issue of information security and culture, especially in the conditions of war, becomes a matter of survival of man, society and the state. This concerns not only the interests of the state, but also the rights and freedoms of every individual. The basis of modern information security is data integrity, information availability, confidentiality and reliability of its preservation. As a conclusion, it is said that the analysis of the current state of information security of the state indicates that the provision of this security is based on the activities of the information structures of the state. These structures must ensure the security of information of the state and its subjects in the conditions of globalization and growing threats of international terrorism. Unfortunately, there are a number of negative factors in Ukraine that complicate the creation of such information structures, and one of them is the inconsistency between state authorities in matters of ensuring information security. Modern threats to information security go beyond the borders of our state and have global consequences that encroach not only on the national space, but also on the international order. In order to prevent and counter modern information threats, it is necessary not only to adopt relevant normative legal acts, but also to ensure the functioning of the institutional mechanism for ensuring information security, including educational programs. This involves the systematic activity of state-legal institutions, which must effectively realize national interests in the information sphere. They should be able not only to respond to the spread of information manipulation and false information, but also to anticipate conflicts and shape the information culture of society. It is emphasized that the Complete solution to the task of creating a high-quality information and educational environment involves the formation of a single information system for an educational institution, as well as a network of its divisions through the development of a corporate communication infrastructure. This means the use of modern digital equipment, information and computer technology, and high-quality software with further integration of current information systems into the educational complex. In addition, it is necessary to develop and create a system for managing the development of this system. The use of pedagogical design technologies allows for personalization of learning taking into account the individual needs and capabilities of each student. The learning environment can be customized to give students individual assignments, help them solve problems, and even track their progress in real time. This contributes to the activation of students' independent work and the development of their study skills. As a conclusion, it is said that one of the promising directions for the modernization of education in the conditions of reforms and social challenges is the creation of an informational and educational environment of higher educational institutions.
