PROBLEMS AND PROSPECTS OF THE IMPLEMENTATION OF THE INNOVATIVE MODEL OF THE ADMINISTRATION OF ENTERPRISES IN THE FOREST INDUSTRY OF UKRAINE

Abstract

The article analyzes the problematic and promising aspects of the administrative reform of the forestry industry in Ukraine. The provisions of Resolution of the CMU No. 1003 of September 7, 2022 "Some issues of reforming the management of the forest industry" have been elaborated. Related normative documents were studied – the State Forest Management Strategy until 2035 and Essays on the Reform of the State Forestry of Ukraine (a joint project of the EU, World Bank, WWF (World Wildlife Fund) and IUCN (International Union for Conservation of Nature). The prospects for the creation of a single state-owned enterprise "Forests of Ukraine" are outlined from an administrative and economic point of view. An economic assessment of the forest sphere of Ukraine was carried out, including the dynamics of forestry business development. The strategic and managerial regularities of the coordination of the forest industry of Ukraine are highlighted. The economic and organizational narratives of reproductive and user activities regarding forest resources have been studied. Problematic aspects of the implementation of the administrative forest reform in Ukraine are singled out: unclear legal status of forest use entities; undefined mechanisms of state regulation of preventive and recreational and restorative forest use, etc. The prospects of capitalization of the forest industry as a component of sustainable economic GDP are determined. The main sectoral normative legal acts of the EU countries were analyzed, the implementation of which is extremely important for sustainable development and innovation in the forest industry of Ukraine. The expediency of further reform of the country's forest industry in order to achieve high indicators of innovative activity, which in turn will affect the transition to high economic indicators in the forest and related industries, was proven. The doctrine of actual and potential management of the forestry industry in Ukraine as a factor of perspective-strategic administration of forest resource legal relations is analyzed. The role of the administrative reform of forestry in Ukraine is conceptualized through the prism of the volume of investment and climate revenues to the specified industry.
