ASSESSMENT OF THE STATE AND DEVELOPMENT OF HEALTH PROTECTION SYSTEM LVIV METROPOLITAN AREA: SYSTEMATIC APPROACH
Abstract
In the conditions of the Russian-Ukrainian war and the Covid pandemic, there is a need to develop scientific and expert discussions on the creation of competitive metropolitan spaces that will have the ability to integrate the country. First of all, this applies to the field of health care to significantly improve the availability and quality of medical care. The article reveals the state of the metropolitan health care system in the context of modern challenges. Methodical approaches for arguing system visions regarding the prospects of its development in the city of Lviv are considered. An approach to the assessment of the metropolitan area of Lviv in the field of health care is proposed, which covers the infrastructure of health care facilities in three areas of metropolitan gravity. It was determined that the first zone with a radius of 15 km. includes the community of the city of Lviv, which belongs to the sphere of its responsibility regarding the organization and provision of primary medical care. To the second zone with a radius of 60 km. includes the territory of the Lviv district, which organizes the provision of secondary medical care. The third zone covers 300 km and is aimed at providing highly specialized medical care. It includes Lviv, Zakarpattia, Ivano-Frankivsk, Chernivtsi, Ternopil, Khmelnytskyi, Volhynia, Rivne and partially Vinnytsia regions. It has been established that since 2010, the city of Lviv has been characterized by a noticeable increase in calls for emergency and urgent medical care. At the same time, for most areas of the metropolitan region, there are reverse trends in reducing these challenges. In addition, there is an increase in the number of stroke patients in the city by more than half. Against the background of the increase in the number of family doctors per 10,000 of the population, it in a certain way indicates the insufficient pace of primary medical care reform in the city of Lviv. This is especially relevant in terms of protecting the state and society in the face of modern challenges.
