METHODOLOGY FOR JUSTIFICATION OF THE REGIONAL PRIORITY ACTIVATION OF THE ECONOMIC MECHANISM PUBLIC ADMINISTRATION OF FOOD SECURITY
Abstract
Ensuring the functioning of vital branches of the national economy in wartime is a priority area of state administration. The increase in the number of victims of the armed invasion of the regions of Ukraine caused the destabilization of the economic situation and the beginning of the food crisis. Along with the restoration of the territorial integrity of Ukraine, there are issues of activation of the economic mechanism of state management of food security in priority directions. The implementation of such an approach requires the development of a methodology for substantiating regional priorities, which will be based on the study of strategically important regions for ensuring food security in the pre-war period, a detailed analysis of the state of the food sector during the war, and the determination of priority directions for the application of the economic mechanism of state management to overcome the rapidly growing food crisis. The article examines the problems of ensuring food security during the war in Ukraine. The need for a well-founded determination of the priority directions for activation of the economic mechanism of state administration to get out of the food crisis has been proven. A methodology for substantiating the regional priority of activation of the economic mechanism of state management of food security has been developed, which integrates information about strategically important regions of Ukraine for ensuring food security and the state of food sector enterprises in a section of regions in war conditions. The proposed methodology is based on three main stages: 1st - analytical assessment of indicators of regional leadership in the production of strategically important types of products before the start of a full-scale invasion of Russian troops on the territory of Ukraine; 2nd - analytical assessment of the state of food sector enterprises in war conditions, 3rd - determination of regional priority levels, taking into account areas strategically important for ensuring food security and regional characteristics of the food sector. 4 conditional types of regions are characterized according to two coefficients of regional priority and 3 levels of regional priority are visualized under these conditions. It is proposed to use the rating coefficient of regional priority in the monitoring system of the economic mechanism of state management of food security to study changes in the priorities of state support due to various factors.
