Abstract

Now in the world social system the crisis of knowledge in the sphere of world tendency if social and economic development is arises. It is a system crisis, connecting with degradation of social and economic relationship through the world. This situation demands for a system approach for new paradigm of social and economic thinking, for new describing paradigm. The background for such a paradigm we can find in the heritage of Vernadsky ideas and also in the ability of works of social philosophers of XIX, XX and XXI ages. System crisis of world socio-economic mechanism easy leads to next world war – terrible danger, preventable only through system thinking based on Vernadsky’s ideas about noosphere. Today we need for a complex approach to definition of economic dynamic mechanism in view of evolution of vive, inert and social matter. Thus in this article we pointed the aim to show the philosophy-noospheric base of new Vernadskian paradigm and define it as the background for studying cycles of different duration, taking into account that from the point of view of noospheric paradigm all kind of cycles is the natural phenomenon. Ideas of cyclical development of our socio-economic environment can be considered in modern crisis world as a saving philosophy that allow to harmonize society and nature . To define the harmony we are use approaches of great philosophers of XIX and XX centuries – K. Leontieff, V. I. Vernadsky, O. Spengler, K. Danilevsky, A. Bogdanov, K. Marx, who had developed theirs thinking following for the genius ideas of G. W. F. Hegel. Following for Hegel it is possible to say that every element of dialectical logics describing completed cycle of becoming existing, containing in it’s the antecedents of new cycle. We show that on the base of socio-philosophic researches of the beginning of XX century the dynamic view on the essence of economic relationship was formed, and also was created the base of modern theory of cycles and conjuncture. This approach is very urgent to understand the base of modern system crises. At the ages of timelessness, in the periods of stagnation, at the last phase of world hegemony, as modern researches shows, world wars are arise, as victim on the way to new world order. The noospheric thinking is the saving order of thinking that can help to prevent new world war. The necessary condition to fruitful, non-catastrophic exit from crises is the recognition of values of multipolar world basing on the peaceful interrelationship between different cultures. Ft his time it is a Vernadsky who writes about it, and Danilewsky, who developed the base low – the low of diversity in union. It means that the development of humanity is possible only under the parallel existence of different cultures of different plans. As opposite to it the globalization, eliminating diversities, leads to a rising of homogeneity, and hence to a breakup of system. Diversity in development is the flowering complexity of the system, as showed by K. Leontieff. However, flowering complexity is the world of different struggle and confrontation, and to survive. Humanity must to adopt the philosophy of noospheric thinking. Only noospheric approach assumes the values of human life as the yigh value in the hierarchy of values, and it can allow to born new world with mimimum of blood and losses. Historical waves of globalization, subsequent decentralization and changing of world dominant in the process of world war not ones was in the history. The diversity of world must be saved as a pledge of saving the life on the Earth and for the spiritual perfection of humanity.
